Electronic queue for endoprosthetics: how the system ensures access to free surgeries

Doctors have performed over 19,000 endoprosthetics surgeries for patients on the electronic queue, with more than 6,000 conducted since the beginning of 2026.

"The system ensures transparency in surgical procedures. It accounts for the workload of healthcare facilities and monitors the use of purchased endoprostheses for free surgeries for patients in the queue," noted Mariia Karchevych, Deputy Minister of Health for Digital Development.

Implemented digital solutions make medical services more accessible and transparent for patients.

"Digital tools change the human experience of interacting with the healthcare system. The electronic queue allows for a fairer and more understandable distribution of services. It is important for us that such solutions work in practice and help patients receive the necessary assistance on time,"  emphasised Victor Liakh, President of East Europe Foundation.

Currently, 31,974 Ukrainians are in the electronic queue for endoprosthetics, including:

  • knee joint – 17,205;
  • hip joint: cementless – 11,351, cemented – 2,817.

To increase accessibility, the Ministry of Health has approved a list of medical facilities that perform free joint endoprosthetics. There are currently 97 such facilities.

Services can be obtained both urgently and as planned. Urgent surgeries are performed outside the queue in cases of acute medical indications, such as femoral neck fractures or periprosthetic fractures (list of preconditions for urgency).

Planned surgeries are performed according to the electronic queue, which is managed separately at each medical facility.

How to register in the electronic queue for joint replacement

Contact a medical facility that provides free endoprosthetics and submit the following documents:

  • an application in any format, stating full name, date of birth, Tax ID, and identity document series and number;
  • a consultation report from a specialist at the hospital where you are joining the queue (form No. 028/o). This can also be obtained immediately at the facility after a consultation with an orthopaedic traumatologist;
  • documents (if any) granting the right to priority surgery. For example, this applies to war veterans, Chornobyl disaster liquidators, or patients with specific medical indications, such as aseptic necrosis or subchondral fractures.

A patient is automatically added to the queue when the doctor enters their data and medical report into the electronic system. The system then generates a list based on the availability of the required prosthesis type, the patient's condition, or their priority status.

The electronic queue for endoprosthetics is implemented on the Diia.Engine platform in cooperation with the Ministry of Digital Transformation, supported by the Swiss-Ukrainian EGAP Program, implemented by East Europe Foundation.
