Visionary, thought leader of the Programme, represents EGAP at public events
Financed by Switzerland, the E-Governance for Accountability and Participation Program (EGAP) is being implemented by East Europe Foundation in partnership with the Ministry of Digital Transformation and Innovabridge Foundation over 2015–2023.
We implement convenient, fast and transparent public electronic services for citizens and businesses.
As a result, Ukrainians will gain online access to high-quality administrative services, authorities — streamlined processes and time savings, whereas the society — minimized corruption risks and effective accountable governance.
This component covers improvements to laws and regulations, optimized business processes, educational projects on digital literacy and internet security, and information campaigns to promote online services among Ukrainians.
We create online tools to improve communication between the government and society, allowing Ukrainians to get involved in state governance.
Within this component, we helped create a Concept for the Development of E-democracy in Ukraine, along with an action plan for its implementation. We have also developed e-DEM, the first national e-democracy platform, which comprises Local Petitions, Public Budget, Public Consultations, School Public Budget, and Open Community.
Our portfolio contains numerous solutions for local self-government authorities to promote high-quality liaison between the authorities and the public, and to reduce the digital divide regionally.
On the ground, we collaborate with oblast state administrations, local self-government authorities, and civil society organizations. We improve the operation of Administrative Service Centers through e-services, automation, and systematic training of employees.
Forty target communities in five pilot regions were selected on a competitive basis.
We create boilerplate projects and algorithms that can be easily scaled across various regions, such as digital community strategy, mobile briefcases, smart call center, electronic diaries and magazines, citizen activity centers, the SVOI chatbot.

Coordinates the work of the SVOI Platform, participated in the development of a chatbot for interaction between citizens and local authorities, and teaches communities to use digital tools
