Electronic Register of Vehicle Certificates launches in Ukraine
From 1 September, individual certification of vehicles imported into Ukraine can be completed online. Everything takes place in the personal account of the new Register of Vehicle Certificates – from application submission to receiving an electronic certificate.
Certification confirms that a vehicle meets established requirements and can be admitted for state registration. Previously, paper documents were used to complete it; now, this process has been digitalised.
To complete individual certification:
- log in to the Register's personal account;
- select a certification body;
- fill in the application and sign it with an electronic signature;
- track the status of application processing in your personal account.
After completing certification, the document will be stored in the Register as an electronic record. If necessary, a digital extract can be generated. To proceed with state vehicle registration, submitting a paper certificate is no longer required.
The new Register consolidates information on vehicle certificates in a single system. This makes it possible to verify who issued the document, whether it is valid, and whether it has been forged.
The launch of the Register also supports the transition of public services to European practices and the integration of Ukraine's transport sector into EU standards. Within EGAP Program, East Europe Foundation supports the digitalisation of this area.
The Register also converts work with type-approval and conformity certificates for vehicle manufacturers into an electronic format.

Please note: previously issued paper certificates remain valid. Vehicle owners do not need to re-issue them.
The creation of the Register of Certificates is implemented by Ukrtransbezpeka in partnership with Swiss-Ukrainian EGAP Program, implemented by East Europe Foundation, and in cooperation with the Ministry for Restoration, Infrastructure and Transport of Ukraine and the Ministry of Digital Transformation of Ukraine.
