How to submit a claim?
Claims can be submitted online via the Diia portal. Select the required category and fill in the claim form. Part of the information will be pulled automatically from electronic registers, while the rest must be entered manually.
Documents and other evidence confirming damage, loss, or injury can be attached to the claim. If you do not have all the documents, submit the claim with the evidence you currently have. Additional materials can be submitted later.
The Register was created to collect claims for compensation for loss, damage, or injury caused after 24 February 2022 on the territory of Ukraine as a result of internationally wrongful acts of the Russian Federation against Ukraine. The service is implemented by the Ministry of Digital Transformation and the Ministry of Justice. Development of the service is supported by Swiss-Ukrainian EGAP Program, implemented by East Europe Foundation.
