Ukraine’s State Tax Service Presents New Concept for the Electronic Taxpayer Cabinet

Ukraine’s State Tax Service has presented the first design concept for an updated Electronic Taxpayer Cabinet. The concept was discussed at an open workshop bringing together entrepreneurs, accountants, tax consultants, and other experts.

More than 5.4 million taxpayers currently use the Electronic Taxpayer Cabinet. As the number of available services has grown over the years, the Cabinet’s structure and navigation have become more complex, making it harder for users to find the information they need. The modernization therefore goes beyond a visual redesign and includes a review of how the Cabinet works, with the aim of making interaction with the tax service simpler, clearer, and more intuitive.

What the updated concept includes

All essential information on the home screen

Users will be able to see at a glance whether they have any tax debt, which tax reports need to be submitted, what requires their attention, and which important deadlines are approaching.

A personalized interface

The Cabinet will adapt to the user’s profile — whether they are an individual, an individual entrepreneur, or an accountant working with multiple companies or individual entrepreneurs.

Less manual data entry

Information already available to the State Tax Service will be used to automatically pre-fill forms. Users will not need to enter information that the government already has.

A simpler way to pay taxes

The Cabinet will show the amount due and offer convenient payment options, including payment systems, Apple Pay, Google Pay, and the National Bank of Ukraine’s QR code for payments through the user’s bank.

Full functionality on mobile devices

Users will be able to carry out their main tax-related tasks from a smartphone or other mobile device.

Feedback and suggestions shared by entrepreneurs, accountants, and experts during the workshop will help improve the Cabinet’s functionality and interface before technical development begins. The modernization of the Electronic Taxpayer Cabinet is part of the State Tax Service’s strategic “Tax as a Service” approach, which aims to make interactions between taxpayers and the tax service simpler, more predictable, and more proactive.

The modernization of the Electronic Taxpayer Cabinet is implemented with the support of Switzerland within EGAP Program, which is carried out by East Europe Foundation in partnership with the State Tax Service of Ukraine, the “Digitalisation for Growth, Integrity and Transparency” (UK DIGIT) project, and the Public Financial Management Support Programme in Ukraine (EU4PFM).
