Digitalization Saves Billions
Each year, digitalization of public services through the Diia platform helps save Ukraine’s state budget approximately UAH 48 billion. In just one year, Diia’s online services saved over UAH 6.5 billion in support programs, UAH 4.5 billion in digital driver services, and UAH 2.5 billion for entrepreneurs.
These figures, from a recent study by Civitta, confirm that digitalization is already having a tangible impact on Ukraine’s GDP and economic development. The implementation of digital solutions was made possible by the Ministry of Digital Transformation and the EGAP Program, implemented by the Eastern Europe Foundation with support from Switzerland. Here's a breakdown of the services that generate the most savings:
Support Programs — UAH 6.5 Billion in Annual Savings
Programs such as eRecovery, eHome, eWork, education grants, and National Cashback were implemented entirely in digital format. This reduced administrative costs by nearly 99%.
While one service might have cost over UAH 10,000 without digitalization, the average online cost is just UAH 126. In total, these digital services save UAH 6.5 billion annually.
Driver Services — UAH 4.5+ Billion Saved Per Year
Driver-related services are among the most popular in Diia, used over 13.3 million times annually. These services save more than UAH 4.5 billion a year. If all drivers switched to digital services, the savings could exceed UAH 10 billion.
For example, digital driver’s licenses save UAH 9.5 million, and digital vehicle registration certificates save UAH 14.1 million.
Construction Services — UAH 3.3 Billion Annual Effect
To digitalize the construction sector, the Unified State Electronic System in the Construction Sector (USESCS) was created. It eliminated paperwork chaos, sped up document reviews, and enabled automated checks.
Every year, citizens and businesses use construction-related services in Diia over 55,000 times — from obtaining construction passports to permits for starting and commissioning construction projects.
The anti-corruption impact of digital construction services alone totals UAH 3.26 billion annually — funds no longer spent on bribes or intermediaries, but redirected to real projects and community development.
Over five years, digitalization in construction has contributed nearly UAH 13.7 billion to Ukraine’s economy.
Entrepreneur Services — UAH 2.5 Billion in Annual Savings
Every year, entrepreneurs request over 730,000 services via Diia — from sole proprietorship registration to tax declarations. This brings annual savings of UAH 2.5 billion. With full business transition to online, the impact could reach UAH 3 billion.
The integrated e-Entrepreneur service already combines up to 13 processes in one application, eliminating the need to visit multiple institutions or handle piles of paperwork.
Digitalization is not just about convenience. It’s about saving hundreds of hours for Ukrainians, ensuring transparent, corruption-free procedures, and unlocking billions of hryvnias that the government and businesses can reinvest into development.
