Digitalisation results 2025

This year has been another step towards a state that is easier to interact with. New services, digital transformations, and solutions launched in 2025 have made public services more accessible, understandable, and closer to people’s real needs — from education and healthcare to statistics, demining, and local development. Here is a collection of key projects and results for 2025.

Projects launched this year

Electronic system for residency ranking distribution (ESRR): ensures a transparent distribution of state-funded spots in medical residency, taking into account academic performance and graduates’ preferences.

The system automatically calculates the competitive score and ranking of graduates, as well as distributing them into residency without external interference. This year, the residency distribution took place in the electronic system for the first time. 2,738 graduates received state-funded spots during the main wave.

Registration of CSOs without queues or paperwork: beta testing of a new service has started in Diia. Thanks to this service, registering a new civil society organisation can take as fast as 30 minutes online.

Ukraine became the first in the world to start providing public services using AI. The world's first national AI-based assistant in the field of public services began operating on the Diia portal. It instantly selects a service according to a life situation, such as the birth of a child or starting a business.

Certification of demining operators — online in Diia. The service helps mine action operators obtain a demining certificate, expand the scope of certification, extend its validity, or undergo monitoring. Previously, this process was complex and time-consuming.

With the support of EGAP Program, the State Statistics Service launched a new official statistics portal with an AI assistant and presented a concept for the transformation of the service. This is the starting point of the new story of State Statistics 2.0 — an open, European, and client-oriented statistical body.

The Mriia educational ecosystem is already available in every fifth school in Ukraine: over 2,600 institutions have joined. The ecosystem is used both in small schools in remote mountain communities and in metropolitan lyceums.

Digitalisation of regions

Key figures for the year:

  • +16 new pilot communities have joined EGAP Program: working together on digitalisation and the implementation of ready-made solutions.
  • 21 pilot communities from 4 target regions underwent a CNAP audit in 2025 and are already refurbishing premises and surrounding areas according to accessibility standards.
  • 21 pilot communities from 7 target regions are undergoing a CNAP audit — completion is planned by May 2026.
  • 20 informatisation programmes have been adopted by local self-government bodies; another 25 programmes have been developed and are awaiting approval.
  • 7 digital development strategies have been adopted at the local level; another 8 strategies have been prepared and are at the approval stage.
  • 15 mobile cases were implemented in pilot CNAPs to expand access to administrative services.
  • 8 solar power plants (SPPs) were installed in pilot communities to strengthen the energy independence of service spaces and community resilience.

Seven teams from schools where EGAP Program helped create STEM classes and robotics clubs reached the final of the All-Ukrainian STEM Festival ROBOTICO + ROBOFIRST. The team NEVER GIVE UP from Volyn became the season champion. This is the result of systematic work and training for teachers conducted by EGAP, which educators pass on to children in practice. Currently, the EGAP is establishing cooperation with Ukrainian universities that have STEM and robotics departments to jointly prepare teachers and students for the new competition season.

EGAP Program and the Ministry of Digital Transformation conducted a sociological study among CNAP visitors to find out how Ukrainians choose between online and offline services. See the results via the link.

Launched an AI repository for communities — an online platform with over 50 ready-made prompts for daily tasks of local self-government bodies: from preparing grant applications and handling inquiries to analytics and content creation.

The final of EGAP Ideathon 2025 took place in Lviv, where nine teams from communities, the IT sector, the civil society sector, and business presented solutions for the development of SVOI and e-DEM platforms and digital citizen participation. Three teams won — BeeDigital, Document UA, and Smart City Boiarka, which proposed practical tools for transparent work of local authorities, data access, and financial interaction between residents and communities.

Updated the methodology of the Digital Transformation Index for regions and communities: it is now concise, with simple explanations of terms and a clear measurement algorithm. This year, data was collected online for the first time via the Diia.Digital Community platform. The indicators reflect the real level of digital development of communities and regions on the ground.

Planned the next stage of the SVOI platform development: prepared a strategy for 2025–2026 with a clear vision for growth, community training, and new opportunities for residents — from an updated admin panel and Resident Cabinet with utility services and local taxes to more modern community and ASC websites. Gathered a Knowledge Base on the platform with short instructions and answers to frequently asked questions, where everything needed is at hand. Additionally, the SVOI design was updated based on the Diia design system with an emphasis on accessibility and convenience — the transition for teams will be smooth, and the update option will appear in early 2026.

Selected 12 cities for the Smart City project. EGAP Program conducted a competitive selection and assessed the level of community digitalisation. Ahead: development strategies and roadmaps, launch of pilot solutions, implementation of digital solutions and ready-made template solutions.

Developed a course for CDTO Campus "Digital Transformation in Public Governance for Communities" — a certified programme that provides participants with practical tools for implementing effective digital solutions and modernising local government. The course increases the capacity of communities for systematic management of digital changes, strengthens socio-economic development through quality services and investment attractiveness, increases government transparency and accountability, strengthens community competitiveness, and reduces the digital divide, ensuring equal access for residents to digital opportunities.
