Purpose

Create a basis for researching the level of digital transformation in regional state administrations. The results will inform the authorities, analysts, developers, and other stakeholders on how to optimize digitalization processes in the region. 

Details

The index covers 8 key areas, including institutional capacity, ASC development, digital education, paperless mode, penetration of basic electronic services, etc.

According to the 2023 study, the average score for Ukraine is 0.632. The highest values were recorded in the Dnipropetrovsk (0.908), Lviv (0.891), and Poltava (0.833) regions.

The pilot Territorial Community Digital Transformation Index in Ukraine was implemented with the assistance of the Ministry of Digital Transformation and with the support of East Europe Foundation within the framework of the Swiss-Ukrainian EGAP Program. Methodological support was provided by Deloitte.
