Reform radar: GGTC Kyiv and Vox Ukraine present a new tool for tracking digital transformations
The Global Government Technology Centre (GGTC) Kyiv and Vox Ukraine presented the report ‘Reform Radar: Tracking Ukraine’s Digital Transformation’. As part of the presentation, the ‘GovTech Reform Index’ – a new tool for monitoring digital reforms was also announced.
The report was prepared with the support of the Swiss-Ukrainian EGAP Program, implemented by East Europe Foundation. The document systematises over 100 legislative and regulatory acts adopted between 2019 and 2024 and shows how digital transformation is changing the public administration system.
‘Reform radar’: key digital transformation trends
Ukraine has moved from launching the first electronic services to creating fully-fledged digital ecosystems that have become the basis of state resilience, even during the war. The report reflects achievements in the development of open data, innovative solutions, and partnerships between the state and business. It also indicates key challenges – harmonising legislation with EU norms, increasing cyber resilience, and the inclusiveness of digital services.
‘GovTech Reform Index’: analytics for decisions
The Index will assess the potential of digital initiatives against three criteria: innovativeness, feasibility, and duration of impact. Its results will be formed based on independent expert assessments and will help the Government, partners, and analytical centres make data-driven decisions.
The ‘Reform Radar’ and the ‘GovTech Reform Index’ will become the foundation for Ukraine’s systemic digital development policy with clear indicators, understandable metrics, and open data.
The Global Government Technology Centre in Kyiv is the world’s second dedicated GovTech centre, after Berlin, and a member of the World Economic Forum’s global network of Centres for the Fourth Industrial Revolution (C4IR). GGTC Kyiv was launched by the Ministry of Digital Transformation of Ukraine and the World Economic Forum, with strategic support from the EGAP Programme, implemented by East Europe Foundation with the support of Switzerland.
