GovTech Day in Davos: international panel on state and business cooperation

On 21 January 2026, during GovTech Day at the World Economic Forum in Davos, a panel discussion will be held on the role of public-private partnerships in the development of GovTech. Victor Liakh, President of East Europe Foundation, will participate in the panel.

Participants will discuss what effective cooperation between the state and business looks like in practice. Using successful examples, they will explain how governments and technology companies can move beyond the role of suppliers to co-create solutions that scale and remain effective during crises.

The discussion will be moderated by Robyn Scott, co-founder and CEO of Apolitical. The panel will feature representatives from the public sector and leaders of global technology companies, including:

  • Victor Liakh, President, East Europe Foundation
  • Marc Reinhardt, Executive Vice President, Global Public Sector Leader, Capgemini
  • Mike Gurney, Vice President of Government and Regulatory Affairs, IBM
  • Paul Lorimer, Corporate Vice President, Office 365 Enterprise and Cloud Engineering, Microsoft.
