Diia.AI on smartphones: AI assistant launched in the app with new services
From now on, the Diia.AI assistant is available not only on the portal but also in the Diia mobile app. Ukraine continues to set trends in digitalisation and is transitioning to the Agentic State format. Diia.AI on smartphones is becoming a fully-fledged personal agent that offers services according to one’s life situation.
Thanks to Diia.AI, the following can be obtained in the app:
- Extract on the place of residence of an adult. There is no longer any need to search for the service in the menu. Just write ‘I need an extract’, and the AI assistant will generate the document in a matter of minutes.
- Extract on the place of residence of a child. Parents can obtain the required document instantly through a request in the chat.
- Paying a traffic fine. The assistant will send a notification about the fine to the chat and immediately provide a link for payment.

The integration of Diia.AI into smartphones transforms the app into a proactive assistant. It is no longer just a search in the menu, but an intellectual interaction: you set tasks in human language, and the AI agent does all the complex work for you. We are building a future where public service becomes invisible yet highly personalised," emphasised Oleksandr Bornyakov, Acting Minister of Digital Transformation of Ukraine.
To test the AI agent, it is enough to update the Diia app to the latest version, tap the Diia.AI icon, and write in the chat what specific issue needs to be resolved.
Ukraine is the first state where a national-scale AI assistant works proactively and provides ready-made services directly in the chat.
"Diia.AI on smartphones is an important milestone in the development of Ukrainian GovTech. People are getting used to the fact that public services can be as accessible as a regular chat. It is such solutions that gradually change citizens’ expectations of the state — towards speed, convenience, and personalisation. We are implementing these very innovations within EGAP Program with support from Switzerland," noted Victor Liakh, President of East Europe Foundation.
Google Gemini technologies for millions of Ukrainians
Diia.AI has been scaled thanks to the partnership between the Ministry of Digital Transformation and Google. The AI model Gemini became the technological core of the assistant. Cooperation with the company made it possible to deploy the solution on the Vertex AI platform, guaranteeing high processing speed of requests and accuracy of responses.
Gemini enables Diia.AI to understand complex contexts, select services according to specific life situations, and communicate in a human-like manner. At the same time, security remains a priority: personal data does not enter the general Gemini model and is processed only within the secure perimeter of Diia.

Currently, the AI agent is in open beta testing and is still learning. To make it more effective, ask questions, try to obtain the three new services via chat, and test the AI agent with various queries.
Diia.AI in the mobile app has been developed with the expert support of the UK Digitalisation for Growth, Integrity and Transparency Project - UK DIGIT, implemented by Eurasia Foundation and funded by UK International Development, and with the support of the Swiss-Ukrainian EGAP Program implemented by East Europe Foundation.
