    Terms of reference EGAP program – component 4 local coordinator

    BACKGROUND. The E-Governance for Accountability and Participation Program (EGAP 2015-2019) is implemented by the Swiss Cooperation Office in Ukraine and a consortium of Ukrainian and Swiss partners. These include the East Europe Foundation, National Academy for Public Administration, Swiss INNOVABRIDGE Foundation and its regional partners. The objective of EGAP is to strengthen public service delivery, good governance and democracy in Ukraine through the innovative use of information communication technologies. The program is implemented in four regions (Volyn, Vinnytsia, Odesa, Dnipropetrovsk) and it is structured along four Components:

    COMPONENT 1,2:      Strengthening the efficiency and transparency of administrative service delivery through new e-governance tools and enhancing the capacities of regional, local authorities and civil society organizations.

    COMPONENT 3:         Increasing civic participation and policy influence through the availability of new e-governance mechanisms at national and sub-national levels.

    COMPONENT 4:         Strengthening of more inclusive national policies on e-governance and e-democracy that take sub-national authorities’ needs into account.

    The mainstreaming of good governance principles, conflict sensitive program management, gender equality and inclusion of marginalized groups (e.g. youth, elderly, internally displaced) in e-governance and e-democracy processes are important cross-cutting themes in the program.

    Currently the EGAP Program is in its third year of operation and INNOVABRIDGE Foundation is mandated to manage EGAP’s Component 4 focusing on National and Inter-regional Policy Dialogue.  While in Years 1 and 2, INNOVABRIDGE had a full-time international resident expert as the C4 Leader – Dr. Jordanka Tomkova – during Years 3 and 4, C4 will be managed remotely with Dr. Tomkova’s periodic missions to Ukraine. To assist her, INNOVABRIDGE is looking for a local, Ukraine-based Coordinator for C4. The position offered is a full-time position for a probationary period of 3 months with a possibility for extension for a consultancy contract until March 2019.

    OBJECTIVE(S) OF COMPONENT 4. One of the primary objectives of Component 4(C4) is to support the Government of Ukraine, namely the State Agency of E-governance as well as other national, and regional government and civil society partners by promoting an inclusive, evidence and results based policy dialogue on pertinent eGovernment and eDemocracy topics. More specifically key performance indicators for C4 include:

    1. Enhanced policy dialogue, strategic consensus building and cooperation between EGAP’s 4 regions (and others) but also between regions and relevant national government bodies on new legislative and policy initiatives;
    2. Formulation and adoption of new evidence based legislation and policies on e-Governance and e-Democracy topics;
    • Promotion of policy coalition building for change between civil society and government.

    DUTIES & RESPONSIBILITIES OF COMPONENT 4 (C4) LOCAL COORDINATOR

    The Local Coordinator will assist the C4 Lead and the EGAP Program Manager with the following:

    • In close collaboration with the State Agency for E-Governance, OGP Secretariat at Cabinet of Ministers and National Coalition for E-democracy ensures the sustainability and success of C4 activities initiated in the first 2 years of the EGAP Program, particularly ensuring the promotion of e-services and the implementation of the National Concept for E-democracy (2016-18) action points most relevant for EGAP Program’s goals and objectives (35% of working time);
    • Establishes/ maintains a sustainable Working Group on e-Governance (e.g. engages in the National Inter-Ministerial Council on E-governance) and on e-Democracy (E-democracy Coalition at the Reanimation Package of Reforms) holds at minimum, quarterly meetings to promote the effective implementation of select legislative/ policy initiatives (15%);
    • In alignment with EGAP’s key activities, identifies strategic entry points for policy dialogue, initiates analytics and organizes thematic policy roundtables at national and inter-regional level aiming to initiate and change legislation or policies on e-Services and e-Democracy (30%);
    • Ensures coordination with other EGAP Component 1,2,3 Leads and regional coordinators ensuring that C4 activities strategically build on and reinforce other Components (5%);
    • Ensuring public visibility of C4 activities and results offline and online at national/ regional level through press conferences, online, Good E-Governace Policy Brief Series, blogging and other creative promotional initiatives; in Year 4 will co-organize a National Conference (10%);
    • Maintaining excellent relations with government representatives, civil society and donors;
    • The Local Coordinator will report to and submit quarterly progress reports on key developments, achievements, challenges and potential risks to Dr. Jordanka Tomkova and EGAP Program Manager Ms. Olena Saienko (5%).

    The above is an approximate division of tasks which will be flexibly adapted to implementation.

    EXPECTED DELIVERABLES

    The coordinators will be responsible for delivering the following concrete results:

    • At least 2-3 successfully conducted and documented national-level policy roundtables per year on pertinent topics with the aim to initiate, consult and influence the adoption of 2 new legislative or policy initiatives (per Program year) by government and civil society stakeholders;
    • Organization of 2 inter-regional policy dialogues per year (with EGAP’s 4 regions) that result in the development and adoption of 2 new legislative or policy initiatives.
    • Coordination of the quarterly Good E-Governace Policy Brief Series – 4 per year.
    • Organization of 1 National Conference in 2019.
    • Active promotion, mainstreaming of e-services and e-democracy literacy and use of tools within national and regional level government institutions.

    QUALIFICATIONS

    • Has a university degree in Social Sciences, Public Administration or other pertinent experience.
    • Knowledgeable and experienced practitioner in the areas of e-governance and e-democracy (able to provide concrete examples of past achievements), familiar with innovative Ukrainian and international trends, approaches in e-governance and e-democracy.
    • Solid track record in organizing policy dialogues, in the development/ influencing/advocacy of national legislation and inter-governmental coordination/ relations at national and regional level.
    • Excellent professional written/verbal communication, interpersonal, promotional and diplomacy skills, capacity to collaborate with and convene government representatives, donors, civil society and media.
    • Demonstrates strong leadership, self-initiative, results-orientation and organizational skills.
    • Has high professional and ethical standards in line with Swiss Agency for Development Cooperation’s Code of Conduct for Implementing Partners.
    • Excellent command of Ukrainian and English (oral and written).

    From now on, parents may receive maternity grant online

    On 10 March 2017, during the meeting of the government it was announced that a new electronic service in the area of social security had been launched in Ukraine — provision of maternity grant. The Ministry of Social Policy and the State Agency for e-Governance of Ukraine presented a new service introduced with the support of the Swiss-Ukrainian joint programme e-Government for Accountability and Participation (EGAP) being implemented by the East Europe Foundation. From now on, a brand new quality of service is offered: parents may submit the required documents at any convenient time 24/7 via the Internet.

    This e-service is already accessible via the Ministry of Social Policy’s portal e-services.msp.gov.ua, and subsequently, it will be possible to obtain that service via the Unified State Portal of Administrative Services, my.gov.ua. Automatically verified electronic forms of documents provided with prompt messages minimise to the highest possible degree any risks of errors when filling them in.

    “Introduction of electronic services is one of the priorities of Ministry of Social Policy’s work,” said Olha Krentovska, the First Deputy Minister of Social Policy.

    The results of the e-service rendered are submitted to the applicant. The important innovation is a reduction in numbers of documents required from the applicants; from now on, no copy of the registration certificate is required because due to the launch of electronic interaction between the Ministry of Social Policy and the Ministry of Justice, the officials of social welfare territorial directorates are able to verify availability of a respective certificate in the Register of Public Records.

    “Today, we have made another important step towards real e-governance in Ukraine”, said Oleksandr Ryzhenko, the Head of the State Agency for e-Governance of Ukraine. “Accessible and transparent, free of corruption, fast and convenient electronic administrative services are what the public and businesses expect most of all.”

    “The EGAP Programme, with whose assistance the service was arranged, faces a very ambitious task to assist in the introduction of new electronic services in Ukraine, which are in demand among the general public. This service is the second one after the e-service providing the housing subsidies in the social sector among those launched during last half a year. We are planning to further broaden that list,” Viktor Liakh, the President of the East Europe Foundation, assured. “Our goal is assisting in establishment of European standards of quality of providing services to the public and businesses in Ukraine.”

    Until now, submission of documents with the view to obtaining the grant was only possible in hard copy form. In 2016, about 400 thousand Ukrainians personally visited social security bodies, spending a lot of time for that purpose.

    Due to automation, the process of consideration of the applicants’ submissions and making respective decisions to that effect have been consideration accelerated. Such innovations make it possible to save time, finance and minimise to the highest possible degree the risks of abuse or fraud.
