Winners of the EGAP CHALLENGE, the first Ukrainian contest of ІТ-projects on electronic democracy, are announced

September 16, 2016, Kyiv – The winning teams received their cash rewards for further development and implementation of innovative technical solutions enabling citizens to obtain new high-quality services, interact effectively with and have a direct impact on the government as well as enabling the government to reach the new level of transparency and efficiency.

Winners of the first round of the EGAP CHALLENGE, the national contest of ІТ-projects on e-democracy:

Interactive platform that allows you to see the outcome of elections displayed on the map, identify all abnormalities in the course of voting and its results as well as review every candidate’s history with just one click.

Environmental monitoring information system which uses a large amount of instruments on the basis of Arduino processor. The large-scale involvement ensures the high levels of detailing in monitoring process and responsiveness to environmental incidents.

The convenient Internet service for online payments for education, meals, CAS activities and optional courses in the educational institutions of Ukraine. The Service allows educational institutions to accept online payments and attract additional financial resources transparently. Parents are given the opportunity to choose on what to spend their charitable contributions and monitor the collection and use of funds through the module “The transparent charity”.

I4C informer for citizens

Information service for citizens whereby the letter have an opportunity to get quick information about different important events in the city, emergencies, performance of public utility providers via mobiles apps.

Social network for volunteers who clean the streets. Thanks to the mentioned network they can unite in keeping their cities clean. The main objective of the project is to instill in citizens an attitude of care towards their life area.

The service which allows tenants of the house to monitor expenditures for utility services in order to save resources. The authorities will have an opportunity to analyze the consumption of gas, water, electricity and heat by the houses for implementation of the energy efficiency measures.

Service that converts photographs into report documents, resistant to counterfeiting. Exact time, place and reporter are recorded. The service consists of the application and cloud platform that facilitate control and automatize monitoring.

Electronic historical archive

Social project aims to develop an electronic database of the archival funds of Ukraine. The project will last 5 years with prospects for further development and extension. The initial phase is to create a database from the funds containing genealogical information: church registers, population censuses, recruit lists, official records of births, deaths and marriages, etc.

Service aims to automate the workflow of the Psychological Service of Ukraine (testing of pupils, test results documents, statistics).

Е-environment which will provide Ukrainian communities with tools for monitoring, control and exchange of positive experiences as well as will create conditions for constructive competition as fundamental motivating factor for implementation of changes.

The competition had several stages: announcement of competition in the regions and determining the most priority topics for ІТ-solutions development. Almost 70 applications were submitted for the competition. During the summer, within the framework of 4 creative weekends there were held presentation of the projects and selection of the winning ideas which were further refined in cooperation with mentors over the two-month incubation before the final presentation on the national stage. The contribution made by business partners to the challenge involves the provision of company products and services, expert support, and mentoring. The project partners are leading IT companies, including IBM, Cisco Systems, De Novo, Intel. Consequently, their involvement in training and provision of their own technologies and services for challenge participants ensures the creation of new and innovative IT tools for e-democracy. Vinnytsia, Dnipropetrovsk, Lutsk, and Odesa regions are pilot platforms of the challenge. The contest was held according to the methodology created with the assistance of the experts of the British Open Data Institute.

EGAP CHALLENGE is one of the initiatives within the program “The Electronic Governance for Government Accountability and Community Participation” (EGAP) which is being implemented by the Eastern Europe Foundation, Innovabridge Foundation, the State Agency on Electronic Governance and partners with support from the Swiss Confederation. The program is intended to apply modern information and communication technologies (ІCТ) that will help improve the governance quality, facilitate interaction between the government and citizens and promote social innovations in Ukraine.
