Register of Damage: new claim categories opened for the state in Diia
Two more claim categories have been added to the international Register of Damage on the Diia portal: B4 'State humanitarian expenditure to support the affected population' and B5 'Demining and clearance of unexploded ordnance'.
State authorities, local self-government bodies, as well as state institutions and organisations can submit claims to the Register under categories related to the consequences of Russian aggression since 24 February 2022:
Category B4 – State humanitarian expenditure to support the affected population
This category covers humanitarian expenditure to support the population affected by the full-scale war:
- for evacuation;
- temporary housing;
- emergency medical care;
- rehabilitation programmes;
- other expenditure related to mitigating the consequences of aggression. Such expenditure may include, in particular, compensation for damaged or destroyed housing under the 'eVidnovlennya' programme.
Category B5 – Demining and clearance of unexploded ordnance
This category covers expenditure on:
- demining activities;
- hiring mine action operators;
- surveying and mapping territories;
- disposal and destruction of explosive hazards;
- training personnel in demining techniques and safety measures;
- informing and educating the public on mine risk.
Claims in both categories can only be submitted for expenditure funded from the state budget of Ukraine or the budgets of regional and local authorities.
Claims by individuals regarding expenditure related to assistance to people directly affected by mines and unexploded ordnance are submitted under category B4.
Legal entities submit claims for their own expenditure on demining and humanitarian assistance in other relevant categories that will open soon.
How to submit a claim:
- Log in to the Diia portal using an electronic signature as the head of an authority, institution, or legal entity, or as an authorised representative assigned in Diia.
- Fill in the claim form and attach supporting documents.
- Sign the claim with an electronic signature and send it to the international Register of Damage.
The Register was created to collect claims for compensation for loss, damage, or injury caused after 24 February 2022 on the territory of Ukraine as a result of internationally wrongful acts of the Russian Federation against Ukraine. The service is implemented by the Ministry of Digital Transformation and the Ministry of Justice.
