GovTech Reform Index: number of digital solutions doubles in the second half of 2025
Vox Ukraine NGO, together with Global Government Technology Centre Kyiv, presented the second issue of the GovTech Reform Index - an analytical tool for monitoring digital reforms in Ukraine. The study covers regulatory acts adopted in Q3–Q4 of 2025.
The results of the study showed:
- e-government remains the leader in terms of the number of regulations;
- in Q4, attention to cybersecurity intensified, with the number of regulations in this field increasing from 2 to 12;
- among the highest-rated decisions are updated rules for working with open data, transitioning ECMT permits into digital format, Diia.Engine, a digital identity wallet, and automated emissions control.
In addition, the Index included 249 regulatory acts, which is almost twice as many as in the first half of 2025. While the Index stood at 1.98 points in Q1–Q2, it reached 1.84 in Q3–Q4. This indicates a transition from launching innovative initiatives to adopting decisions whose implementation is more realistic.
