Digital Transformation Index – 2025: average level of regional digital development increased by nearly one and a half times
The average level of digital development across Ukraine’s regions in 2025 increased from 30 to 44.9 points out of 100. These results of the Digital Transformation Index of Regions were published on the Diia.Digital Community portal.
The Index reflects the actual state of digitalization in oblasts and shows how quickly e-services are being implemented, internet infrastructure is developing, and conditions for business are being created. Its methodology was developed with the support of EGAP Program.
In 2025, the average level of digital development in regions rose from 30 to 44.9 points out of 100. Among frontline regions, the highest scores were recorded in Dnipropetrovsk (57), Kharkiv (49), and Chernihiv (47) oblasts. Among rear regions, Lviv (57 points), Ternopil (55), and Rivne (52) oblasts are leading.
EGAP Program target regions also show strong results:
Volyn – 48 points Sumy, Kherson, and Khmelnytskyi oblasts – 44 points each. Vinnytsia and Odesa – 42 points each.

The Index is based on 126 indicators and covers key areas: from access to the internet and digital services to the development of digital skills and business.
The Index data helps regional CDTOs and their teams identify priorities and accelerate the implementation of essential services.
The project was implemented by the Ministry of Digital Transformation of Ukraine in partnership with EGAP Program, implemented by East Europe Foundation with the support of Switzerland.
