    E-Governance for Accountability and Participation (EGAP) Program is intended to apply modern information and communication technologies to help improve the quality of government, cooperation between government and citizens, and promote the development of social innovations in Ukraine.

    EGAP Program is Swiss Confederation will be implemented by East Europe Foundation and InnovaBridge Foundation. The target oblasts of the Program are Vinnytsia, Volyn, Dnipropetrovsk, and Odesa Oblasts.

    E-Governance for Accountability and Participation (EGAP) Program is intended to apply modern information and communication technologies to help improve the quality of government, cooperation between government and citizens, and promote the development of social innovations in Ukraine.

    In collaboration with government agencies, non-governmental organizations, and citizens, the goals of the EGAP Program are:

    1. to shape and implement better e-governance standards and innovative practices to improve the quality of services and information access for citizens;
    2. to improve the transparency and accountability of government agencies through the use of modern information and communication technologies;
    3. to reinforce the role of civil society organizations in advocating, mobilizing, and promoting e-democracy to ensure more active citizen participation in the decision-making process at local and regional levels;
    4. to promote an inclusive dialog on the formation of e-governance and e-democracy policy that takes into account the interests and needs of the regions.

    Outcome 1

    New e-governance tools improve the efficiency and transparency of government agencies and administrative services.

    Plans for the implementation of e-governance in partner regions are developed with the participation of all interested parties.

    Oblast and district level government agencies provide administrative services for citizens in electronic form.

    Representatives of oblast and district government have completed training provided by certified coaches in accordance with the new electronic governance standards.

    Outcome 2

    E-democracy tools and e-platforms increase the involvement of citizens in the decision-making process.

    Non-governmental organizations and government agencies jointly implement pilot electronic democracy projects intended to increase community involvement at regional level.

    Sustainable knowledge-sharing and public awareness raising mechanisms in the area of electronic governance and electronic democracy have been implemented.

    Representatives of government at all levels, community activists, and mass media representatives are knowledgeable in the areas of electronic governance and electronic democracy.

    Outcome 3

    New government policies on e-governance and e-democracy have been developed taking into account the needs of the regions.

    Inclusive platforms for discussion and formation of policy on electronic governance and electronic democracy have been created and are actively used.

    Regions advocate their needs and ideas for implementation of electronic governance and electronic democracy at national level.
